This depends on whether they are in forward motion or in retrograde motion.
While a planet loses some of its strength when it combusts, how much strength it may lose depends on many factors in the horoscope. It is not decided only on the basis of combustion. The first factor that decides this is the distance the planet has travelled closer to the Sun. The closer it gets to the Sun after entering a certain minimum distance, the more clouds it becomes.
